Revelation 17:9-11 CEV . . .Anyone with wisdom can figure this out. The seven heads that the woman is sitting on stand for seven hills. These heads are also seven kings. (10) Five of the kings are dead. [Egypt, Assyria, Medo-Persia, Greece] One is ruling now, [Rome] and the other one has not yet come. [England-America] But when he does, he will rule for only a little while. (11) You also saw a beast that used to be and no longer is. That beast is one of the seven kings who will return as the eighth king, but only to be destroyed.

Several translations make essentially the same striking statement, not merely something vaguely similar:

The CEV is particularly interesting because it interprets the relationship very explicitly: one of the seven appears again as the eighth. These verses seem to imply the eight head or wannabe king never quite makes it as world leader, but is destroyed after 3 1/2 years of trying to be...

(11) And the beast that was once alive, but lives no longer, is itself an eighth king who is one of the seven and is going off to be destroyed.

Revelation 17:9-11 ESV . . .This calls for a mind with wisdom: the seven heads are seven mountains on which the woman is seated; (10) they are also seven kings, five of whom have fallen, [Egypt, Assyria, Medo-Persia, Greece] one is, [Rome] the other has not yet come, [England-America] and when he does come he must remain only a little while. (11) As for the beast that was and is not, it is an eighth but it belongs to the seven, and it goes to destruction.

(11) The beast that was and is no longer is the eighth king. It belongs with the seven kings and goes to its destruction.
